Scott Barnhart is Senior Counsel at Liberty Partners Group and also a founding partner of Jenkins Hill Consulting, LLC. Scott has almost three decades of hands on experience working on a wide variety of legislative and regulatory issues at both the federal and state levels. Over the years, Barnhart has created and implemented a number of successful legislative, regulatory and political campaigns on behalf of his clients. Barnhart leaves "no stone unturned" when he is hired by a client. Barnhart brings a unique skill set to the table, as someone who has represented clients in both the legislative and public relations arenas.
Barnhart advises a wide array of clients on policy and political trends while implementing legislative campaigns to assist clients in navigating the legislative and regulatory arenas at the federal and state levels. As a result of his 25+ years as a Senate staffer, campaign staffer and a registered lobbyist, Barnhart has developed strong relationships with decision-makers in DC including contacts within the current Administration; with Congressional members and staff; and with political influentials. In addition, Barnhart maintains a close working relationship with Members and staff of the Florida Congressional Delegation and with Republican Leadership team members in both the House and Senate. As a former Senate staffer, Barnhart learned early in his career the importance of bipartisan support on legislative and regulatory efforts. He has used this philosophy to develop working relationships with Members and staff on both sides of the political aisle. Over the years, Barnhart has racked up a number of legislative and regulatory victories for his clients in a broad array of issue areas.
In 2007, Barnhart joined a group of five others, including his old boss Senator Connie Mack, in founding Liberty Partners of Florida, a Tallahassee based state lobbying firm. Barnhart helped to grow the firm and service clients with issues in front of the Florida State Legislature, State Agencies and the Executive Branch of Florida’s state government.
Prior to helping found Jenkins Hill Consulting, Barnhart served as the Campaign Manager for Senator Mel Martinez's successful Senate campaign in Florida in 2004. Barnhart assembled and directed a campaign team which set fundraising records for a Florida Senate race and helped lead Martinez to victory in a competitive Republican primary and tough general election. He directed all aspects of the campaign with a primary focus on message development and media strategy.
Previously, Barnhart served for 5 years as a registered lobbyist for the Washington lobbying firm, Barbour Griffith & Rogers (BG&R). At BG&R, he was part of a 10-person lobbying team. Barnhart focused primarily on strategic lobbying activities, including the development and implementation of effective legislative strategies. Barnhart also worked with Ed Gillespie on public relations campaigns at Policy Impact Communications.
Prior to his lobbying career, Barnhart worked for former Senator Connie Mack (R-FL) for more than a decade. He served in many positions within the Mack organization before becoming the Deputy Chief of Staff. As Deputy Chief of Staff, Barnhart was part of a management team that developed and implemented both short and long-term political and legislative strategies. In addition to his management duties, he handled several legislative issues including Agriculture, Energy and Environmental matters. Barnhart also headed up Senator Mack's Projects Department focusing on the Appropriations Committee, staffing 9 of the 13 Appropriations Subcommittees for the Senator during Mack's tenure on the Senate Appropriations Committee. Barnhart brings over 25 years of political and policy experience to the table. He has been involved in every facet of the political process and brings hands on experience in the legislative arena.
Barnhart received his Bachelors Degree in History from the University of Florida in 1989.
