Andrew Woods serves as the Chairman of Liberty Partners Group. Andrew has a diverse legislative practice that includes advising clients on business and healthcare issues involving the federal government.

 

Andrew has 25 years of experience in the development and implementation of health policy initiatives for a variety of healthcare organizations. Andrew’s expertise includes representing the radiation therapy, home health, ambulatory surgery, dialysis, dental and cardiovascular sectors. As one of the leading lobbyists in the oncology sector, Andrew was instrumental in achieving unanimous passage by Congress of provisions in P.L. 114 – 115, the Patient Access and Medicare Protection Act, which provided a multi-year period of payment stability for radiation oncology providers and their patients as more innovative and stable payment reforms are developed. Andrew also served as legislative counsel to Sandy Hook Promise, an organization dedicated to, among other things, the promotion of policies aimed at protecting children from tragedy and violence. 

 

Through his work on healthcare issues, he has developed close relationships with Members of Congress, particularly the Senate Finance Committee and House Ways and Means and Energy and Commerce Committees. 

 

Andrew is a Legacy Member of the Democratic Senatorial Campaign Committee and serves on the Finance Committees of Senate Minority Leader Chuck Schumer and Senators Bob Casey, Ben Cardin, Tim Kaine, and Debbie Stabenow as well as Congressman Joe Kennedy. Andrew served as a Policy Advisor to Governor James B. Hunt, Jr. (D-NC), Senator Terry Sanford (D-NC) and Lt. Governor Bob Jordan (D-NC).   

 

A 1985 magna cum laude graduate of North Carolina State University, Andrew received his Juris Doctor from the University of North Carolina at Chapel Hill School of Law in 1988 and clerked for the Supreme Court of North Carolina from 1988 to 1990. He also was a 1984 Scholar of the College at Oxford University in Oxford, England. Andrew is admitted to practice law in Florida, Maryland, North Carolina and the District of Columbia.  

 

Andrew is a 1981 magna cum laude graduate of Calvert Hall College High School in Baltimore, Maryland.

 

Andrew has served as a member of the Board of Trustees of both Calvert Hall College High School and the Jemicy School in Baltimore for the past nine years.
