David Totaro is a seasoned government affairs and public policy leader with a distinguished record of building advocacy infrastructure, advancing legislative priorities, and elevating the voice of the home health care community across the United States. During a career spanning more than sixteen years with BAYADA Home Health Care as its Chief Government Affairs Officer, he has shaped and executed national and state-level advocacy strategies that drive meaningful outcomes for patients, caregivers, and the broader home care ecosystem. 


At BAYADA, David developed a far-reaching advocacy program and directed a team of legislative professionals engaged daily with policymakers and regulatory officials at every level of government. His work positioned home health care as both a strategic solution to long-term care challenges and a fundamental service that should be accessible to all who need it. His leadership resulted in more than $500 million in incremental funding for home and community-based services, the passage of key legislation that include laws enhancing nursing safety standards in schools, and the launch of Hearts for Home Care, a national advocacy movement representing thousands of stakeholders. 


David is a well-regarded leader in health policy, having chaired the Partnership for Medicaid Home-Based Care, the Hospice Action Network, and the Pennsylvania Foundation for Home Care and Hospice. He has also served on the board of the National Alliance for Care at Home, where he led its Public Policy Committee and Medicaid Council. His industry leadership has earned numerous honors, including the Thomas A. Lamb Home Care Advocacy Award and the National Alliance for Care at Home’s Lifetime Achievement Award, recognizing his enduring impact on care-at-home policy and provider empowerment. 


David holds an MBA in marketing from the Wharton Graduate School of the University of Pennsylvania and a BA in history from Dickinson College. He remains deeply engaged in supporting organizations navigating complex policy landscapes and advancing access to high-quality care at home.
